I feel LTA should refund ERP $$$

I remembered ERP was implemented to ensure smooth flow of traffic, so we pay $, and LTA gives smooth traffic...

BUT if after paying, we still get clogged roads and bumper to bumper traffic, especially if it is caused by road works ordered by the LTA or NParks. Isn't LTA then in breach?

An example, I saw this huge traffic jam at eastbound ECP on the Benjamin Sheares bridge at 6.30 pm a few days ago. It was caused by road works at the top of the bridge! Why are they doing road works at the peak evening traffic right after the ERP gantry? If this is not stupid ... Hence in this case, how can the LTA still deduct money for jam caused by them?
